The overall aim of the DRC Diaspora Programme is to improve the effects of humanitarian activities by strengthening the role of diasporas as development agents. This programme focuses on Somali and Afghan diaspora organisations in Denmark.

If you are a diaspora organisation looking for funding, this page should be able to answer some of your questions. The below information is a summary of the application guidelines. For a complete overview and current information, please refer to the administrative guidelines and other documentation available for download in the application section

Deadlines for submitting proposals for funding via DiPS in 2017 are June 1 and December 1.

All relevant documents, including the project proposal guidelines, the application form and the budget template, is available here 10 weeks prior to the deadline.

 

Who can apply?

The Diaspora Programme is administering the Diaspora Project Support fund that is earmarked for Afghan and Somali diaspora organisations based in Denmark. Through this fund, the diaspora organisations may apply for funding in order to implement projects with a humanitarian/development aim in their countries of origin.

The diaspora organisation should collaborate with either a local partner or their own local branch in their country of origin. This collaboration must be governed by a partnership agreement.

How much?

Up to 500.000 DKK per project.

Up to 250.000 DKK for organisations with no prior experience in managing project funds.

NOTE: A financial contribution (cash or in-kind) by the diaspora organisation and/or the local partner is a requirement. The combined contribution must amount to a minimum of 15% of the total project expenditure.

Duration of a project?

A maximum of 12 months should be the aim, however this can be extended if needed.

Geograpy

Generally, projects can only be implemented in areas to which DRC has access for monitoring. Applicant organisations are encouraged to contact the Diaspora Programme staff via diaspora@drc.dk about specific areas of interest and their status with regard to geographic eligibility.

On a case-by-case basis, programme management will consider project applications for areas that lie outside the programme’s monitoring reach. Detailed information about the requirements can be found in the Application guidelines.

The diaspora organisation

  • must be defined as a diaspora organisation as according to the Diaspora Programme's application guidelines.
  • must be based in Denmark.
  • must have a cooperation with a local partner in their country of origin.
  • must have a board consisting of at least three members (chairman, vice chairman and treasurer).
  • must be able to provide Articles of Association signed by the board.

The local partner

  • must be locally based and anchored in the target area.
  • must be a formal organisation (NGO/INGO) or the local community via a formally recognised representative group, ie. Community Development Committee. In special circumstances it can be an institution such as a hospital, university.
  • cannot be an individual or a briefcase NGO.
  • cannot be making profit from the project.
  • cannot be engaged in warlord, pirate or other criminal activities. Nor can it be registered on UN's or EU's terror list.

Criteria: The diaspora project

  • Relevant local problem/needs.

  • Participation of target group/beneficiaries in project preparation and implementation.

  • Context and risk assessment.

  • Coherence in project design (activities link to objectives).

  • Measurability.

  • Coordination with other projects in the area to avoid parallel projects and documented approval from the authorities.

  • Sustainability.

  • Capacity: the diaspora and local partner must have relevant organisational and professional capacity to implement the proposed project.

  • Cost-effectiveness.

  • Funding will not be approved for the building of inappropriate “parallel structures”.

  • Projects will not be approved with partial or full objectives of spreading a party-political or religious message.

  • Project will not be approved if it discriminates against individuals or groups of people on the grounds of religion, gender, ethnicity, political affiliations and nationalities in the communities concerned.

  • Projects will not be accepted if they exclude certain groups of people from benefiting from the project.

An example of a good application

Download the project application with all relevant documents of the project of Library and Cultural Center in Alinger, which is a very good example of how to write an application for the Diaspora Fund.

The following costs can be covered by the programme:

  • Goods, services and materials for beneficiaries

  • Salaries of local staff employed to implement project (to a relevant degree)

  • Administration costs of the local partner which are directly related to the project

  • Travel (local and international) in relation to project implementation
  • The diaspora organisation, as project owner, should visit and physically monitor their project at least once during the implementation period
  • Travel costs have to be kept as low as possible

  • Per diem for qualified persons travelling from Denmark (471 DKK per day, including food and accommodation). Per diem will be covered for two trips per project implementation period, for a period of maximum 12 days per trip. Each organisation must plan at least two monitoring visits during the implementation period, of which one must be planned for the beginning of project implementation in order to ensure a smooth start of the project and a well-functioning cooperation and mutual understanding of roles and responsibilities between Diaspora organisation and local partner. We also highly recommend for a relevant (qualified) member of the project-owning diaspora organisation to be present during project implementation for a longer period of time. In such situation, the applicant needs to hand in the annex ‘Diaspora member posting proposal’ together with their application. The DP will cover a per diem of 471 DKK per day for posted diaspora members.

  • Per diem for local staff (180 DKK per day, including food and accommodation)

The following costs cannot be covered by the programme:

  • Salaries of diaspora members based in Denmark

  • Expatriate salaries

  • Running costs essential for the project’s sustainability. Examples include: teachers’ salaries, school rent, communication, electricity. However these running costs can be included in the budget as own contribution from the diaspora organisation, in which case it is the diaspora organisation’s responsibility to render probable a future availability of the necessary fund in order to ensure sustainability of the project’s results.

  • Purchase of land and buildings

  • Sitting allowances for courses/trainings/seminars held in Somalia/Afghanistan

  • Unreasonable and imprudent costs, for example if it is possible to take the bus, then do not spend funds on a plane ticket; prices of plane tickets can also vary considerably (shop around for cheapest option); stay in reasonably priced accommodation etc. However, cost saving should be avoided if it results in unnecessary insecurity.

  • Project management, support and administration costs in Denmark

Requirement of own contribution

A financial (cash or in-kind) contribution by the diaspora organisation and/or the local partner is required and must amount to a minimum of 15% of the total budget for implementation.

The following costs can be accepted as own contribution:

  • Cash contributions
  • Travel costs and per diem for members of the organisation performing a project visit as part of the project implementation
  • Use of private car in relation to the implementation of the project calculated upon the fixed rate of 400 DKK per day of usage.
  • Voluntary manpower
  • Building materials donated by community/contractor/others

The following costs cannot be accepted as own contributions:

  • Costs that in general cannot be covered by the programme
  • The diaspora organisation's administration of the project in Denmark:
  • Phone bills
  • Travel in Denmark related to meetings with DRC/other diaspora organisations or others
  • Time spent on development, management and reporting of projects

Projects involving construction:

For projects with a construction purpose, technical drawings done by a certified engineer are required. During implementation, all construction work must be done by a contractor.

Organisations statutes

In order to receive funding from the Diaspora Programme, the diaspora organisation must be a legal entity in accordance with Danish law. The organisation must have a board with at least three members (chairman, vice chairman and treasurer) and must be bound by statutes or articles of association (in Danish: vedtægter), where it must be clear who is authorised to sign on behalf of the organisation.

Tailor-made training

DRC offers a tailor-made training programme to diaspora organisations in order to strengthening potential applicant’s capacity to design, plan and implement their projects. For individual counselling, please contact the Diaspora Programme via diaspora@drc.dk.

Capacity building

Prior to the first preliminary deadline, capacity building activities are open to all interested diaspora organisations. We offer application coaching cafes, introductions to the Diaspora Programme, introduction courses about project design and budget training.

Organisations with preliminary approval are obliged to participate in trainings on project cycle management and administrative requirements.

Advisory board

In order to ensure that the specific knowledge of the Afghan and Somali diasporas is acknowledged and utilized within the Diaspora Programme itself, the diasporas elects two Advisory Boards, consisting of five Afghans and five Somalis, respectively.
